U.S. Vice President Joseph Biden, left, and Palestinian President Mahmoud Abbas wave to the press ahead of their meeting in the West Bank city of Ramallah, Wednesday, March 10, 2010. Israel's new plan to build 1,600 homes for Jews in Palestinian-claimed east Jerusalem overshadowed Vice President Joe Biden's visit to the West Bank on Wednesday. Biden was to hold talks with Palestinian President Mahmoud Abbas and Prime Minister Salam Fayyad, in part to ease their doubts about the latest U.S. peace efforts.

Jabel Mukaber (Arabic: جبل مكبر‎ Hebrew: ג'בל מוכאבר‎, also Jabal Mukaber or Jabal Mukkaber) is a predominantly Arab neighborhood located in the southern part of East Jerusalem. It is bordered by the Jewish neighbourhood of Armon Hanatziv[1][2] to the west, the Palestinian town of Beit Sahour to the north and the Arab neighbourhood of Sur Baher to the south. Jabel Mukaber has a population of 14,000.[1] Jabel Mukaber, like other Arab neighborhoods in East Jerusalem lying outside of the Old City, could become part of the capital of a proposed Palestinian state,[3] [4] although Jabel Mukaber has been branded a hotbed of terrorism and an obstacle to the peace process due to militant activity and support for terrorism among some of residents.
